although both are what the right would consider pro, i would argue that Juan McCain is a bit tougher he flip flops a lot about the issue depending on who asks them, if its a Hispanic group he is talking to he says yes yes yes, if he is talking to the GOP he says no no no,

that been said i dont think either one is saying amnesty, i know a couple of people here would disagree with me, but look up the definition of amnesty and it is not what they are planning on doing
