As a group, both the house and senate have equal power.  However, since there are so many more represantives (house members) than senators, a senator has more influence than a representative.

ie, the senator has 1/100 of the say

After anything is debated and approved in the lower house, the upper house makes the decision to pass approved administered bills. So it's the upper houses hold the power.

The Senate has some powers the House others.  The House has to originate all spending bills.  Yet the Senate confirms Supreme Court nominations and has a 6 year term.  Yet the 2 year term, keeping the House representative of the people, means it more clearly reflects public opinion.
