  1. The Prime Minister by far. The Queen is just a figurehaead. We're British citizens not British subjects.

  3. It's a 50 / 50 split.  The Queen is the head of the government but she can no make laws.  The Prime Minister can suggest new laws and such but he or she can not be the head of the government.

    Paradoxically, Queen Elizabeth reigns as a figure head at the top of a political and social hierarchy, yet the [unwritten] constitution limits her power as head of the executive branch of government.  However, in contrast to the other constitutional monarchs of Europe, she still has significant reserve or prerogative powers to be welded theoretically in emergencies to uphold parliamentary government.  

    In a contemporary, constitutional monarchy, the king or queen has few powers:  the right to consult, the right to advise, and the right to warn.  Of course, if a monarch reigns for an extremely long time; for example, Victoria and Elizabeth II both have now reigned for over 50 years, as the symbolic head of the United Kingdom, the monarch will outlast the governments of many prime ministers.

    P. S.  I'm an American who answered this question from primarily a theoretically viewpoint.  Brits and citizens of Commonwealth countries please feel free to tell me where I fell short.

The Queen is our official head of state, but she does not have an active political role in the country's affairs, her role nowadays is mainly ceremonial.  The Prime Minister is in charge of the government, and has the real political power, but prime ministers come and go, and they can be rejected by their own parties on occasion, whereas the Queen has been there for over fifty years.  The Queen does have meetings with the Prime minister, where no doubt she does express her opinion of what is going on in the country, but these meetings are private.  She does not express political opinions publicly.
