Let's say you come upon a four-way intersection without traffic lights. You arrive at the intersection at the same time an oncoming car does. The oncoming car wants to make a left turn while you want to go straight. Who goes first?

  3. At least in California, where I live, there is no such thing as "having right-of-way". In this case, the car turning would be required to yield right of way to the car going straight. But the car going straight doesn't have any "right-of-way". There is no such thing as "having right-of-way". At least, this is the case in most jurisdictions.

  7. I would say the car going straight but it's better to yield to the other driver and see what they do. Just be careful when you make a move. Since it's a 4 way stop, it almost doesn't matter. Just be defensive. When in doubt let the other driver go first.
