They are two separate plans.  You can setup a Health Savings Account with many financial institutions including mutual fund providers and your local bank.  That is to say that you do not have to use the institution provided by the insurer.

So I would be more concerned about the underlying insurance.  It is best to compare and contrast a few plans.  One might provide preventive care while another might not.
