Tiger, Adam, and Elk are the most popular, but look at Grant Waites, Fred Funk, or David Toms. Grant Waite has probably the best fundamentally sound swing on tour.

In terms of mechanics, Adam Scott probably has the most fundamentally sound swing on Tour. Tiger's swing is the most effective, but that's because he is freakin' Tiger Woods.

Other swings that I like are Nick Watney's swing and Geoff Ogilvy's swing. Nick Watney has sound mechanics and he has great flow to his swing. Geoff Ogilvy has good tempo and his swing is almost effortless.

Well, you used to be able to identify the player by watching his swing.  No more!  The game has been analyzed to a point where a generic swing has been established, which is fundamentally correct in all aspects.  Most of the younger players have been taught and adopted it.  So, in short, there are so many best swings out there, it is impossible to say that one individual has the best swing.
