As a pure tactician I think Lyoto Machida sits on top of the heap.  In terms of the technical aspects of the physical side of the game I'd probably say B.J. Penn or GSP.

I base that answer on both guys being able to beat opponents at their own game - i.e. GSP outwrestling Matt Hughes.

The caveat here is technical ability is hard to define with so many different disciplines being represented.  Even though a guy like Marcus Davis is a brawler who's not to say he has the best technical boxing skills?

GSP has the overall best skills with a slight edge over Penn.  However, Lyoto Machida is the best tactician the UFC has ever seen.

Penn or Machida. They both have extremely technical styles. BJ seems to know every technique in the book.
