Neither.

The person observing is only seeing things from his perspective.  He doesn't get to see or know the full story.  Only the screens that are flashed before his eyes.  Therefore, lies can be being flashed before him, and he's taking it for truth because he can't see beyond the flat screen.  And since he's interpreting things from his source of truth, he is not actually getting the truth at all, but his own version of it.

I hope you get what I'm trying to say ...

The observed surely is being observed, but still knows the whole truth about themselves.  They know more than the observer does, which give them an advantage, but not "the power".  

The Power is actually lain between both of these two.  And they each have their own share within.  No man has power over another.  We all have our own powers within that is unique to us.  So "power struggles", in the end, never existed at all.  The awareness to this fact is power as well.

but im going to have to go with my gut and say

depends. If the person observed becomes aware than most power is lost. If unaware the observer can direct certain actions. But can never grasp the flame or be burned.

    But then again that's not a real observer. That's a fiddler,manipulator in the darker sense, or a good friend,ad visor in the best of sense.

A real observer would just watch and learn. Nothing more.
