Who or what has the power to appropriate or spend money for the US armed services?

I can't find these anywhere.

  1. The President has the power to negotiate treaties which then must be ratified by the US Senate by a 2/3 vote.  

    When you say "appropriate" that is a technical term that only the Congress can perform.  So the power to appropriate money for the armed forces is strictly within the legislative power.

    Spending money already appropriated is an executive function that is the Presidents.  

    The President cannot spend money that has not been duly appropriated by law.
