What is the legal term for people who can marry others but is not a Justice of the Peace or a Priest

  1. Wedding/ Marriage Officiant, Marriage Commissioner,  Clerk of Court, City Clerk (if certified) or Celebrant are the usual terms.  

    Also:  Civil Marriage officiant, Secular Officiant, (some people spell it "officiate", which is the verb, not the noun :-)  the "Officiant" officiates at the wedding.

    Notaries cannot marry people, unless they are also a legal officiant, registered with the State.
