If you are talking about the total amount of WWE Championships, which includes the World Title, WWE Title, Intercontinental, and Tag Team Championships, then that honor would go to Edge(5 World Championships, 5 Intercontinental Championships, 12 Tag Team Championships, for a total of 22.)
