  1. Your problem is probably most likely to be addressed if you bring it to the attention of your more local law makers first, as they have less to deal with generally and have more of a focus on community specific problems. You can always send copies of your letter to more than one person as well. I would go in this order:

    - civic league president (if your problem in in your neighborhood)

    - city council representative

    - mayor

    - delegate to your state government

    - governor

    And if your problem needs to be addressed on a national level:

    - congresspersons (House of Representatives)

    - senators

    You should be able to find all of their addresses online.


  2. This would depend on the nature of the problem and the level of government that oversees that kind of issue.

    Generally, if the problem is local - you should first contact your local (city) government.
