Actually, Ryan, a guy named  Dude "Gas" Hartbern did.

He had participated in a chili eating contest off the coast of Mexico....best chili in the world. Later that  evening he was surfing, waves were light, so he got off his board, started kicking, passed gas and realized that the propulsion from farting seemed to propel the board faster than his legs  did. Dreamed about it that night and built the first jet ski that week.
