Who invented "Arabic" numerals? Arabs or Indians?

    but what was revolutionary is the shapes and the concept of zero.

    and im talking about  these numbers "0123..." not the weird ones used in the middle east.

  11. India is the orgin but the Arabs popularized it. The west who were using roman numerals came to know trhough Arabs the numerals 0,1,2,3,4........9. That's why they are called Arabic Numerals. (for eg:- Check MS-Office-tools for language settings, it is  Arabic for 0123... and for the numerals that we call as Arabic is termed as 'Hindi Numerals....)
