  3. Probably the Indians. The oldest city in the world was discovered in in India submerged in a river bed. They fished and they were on the water so they probably sailed. It's also a common invention though so who  knows. The Phoenicians would be another good guess they circumnavigated Africa way before Egypt had triremes. But it all depends on what you mean cause Australia was settled 40,000 years ago and they didn't walk the whole way- but I don't think they had sails
