The Chinese.  They were using them for a thousand years before the west caught on to them.

It is said that Leonardo Da Vinci invented scissors in the form that we know them today; but tools serving the same purpose have been found in Ancient Egypt and Ancient Rome.  Stands to reason.  If you have cloth and hair, you have to have something to cut it with  that works better than a knife.
