  1. If you were a passenger in a car that was involved in an accident, or happened to see one while walking on the street, you are a witness.

If you were driving the car that someone else hit, you are driver B.

If you were in your own car, and hit someone, you are driver A.

  2. I would like to recommend you some useful infomation here.http://car-insurance.online-tips.info/ca...

  3. Driver A is you, Driver B is the other vehicle that was involved in the accident. Witness is anyone who saw the accident.

  4. For car insurance the quick way to get a low quote is do a rate comparison on auto policies. Make sure that you compare similar options with the same deductibles, auto type, location, etc so that all options are a good comparison.

What I usually recommend is an internet comparison quote at http://www.InsureAutoNow.info since they have big name insurers and can give several quotes on car insurance polices.
