Looks to me that it stands for IP-Online.  A quick search engine search shows that there are several IP telephone service providers (VoIP) that go by this name.  If you have a question about suspicious charges appearing on your credit card you should call your credit card company immediately.  They can usually see extra information, such as the merchant's contact information so you can call and find out who they are yourself.  You can also dispute the charge or report fraud if need be.
