Who is Shiloh in Genesis 49:10 that shall prophetically succeeds the Scepter "the Rule" of Judah?

The word Shiloh in Genesis 49:10 is accordingly is an obscure Hebrew word may have among its meaning “a place” or “a person - the sent one” but looking at its contextual meaning and relation to “scepter” and “ruler” it is logic that it may mean a “person” and not necessarily a “place”.

If it so refer to a “Person” and not a “Place ” then how come the Davidic lineage of Jesus all of whom traced their lineage to Kingly Nation of Sarah’s son Isaac logically become a “Crown” Prince to prophetically succeed Judah. They are of the Isaac lineage, the Kingly Nations, thus not a Princely Nation.

Would it not be better and logical that it be of Abrahamic lineage of also the God’s blessed great and fruitful Nations of Ismael, whose 12 sons are the Princely Nations of the eternally covenanted Abraham? Just sensibly inquiring for others opinion.
