Who is Waluigi, and were did he come from?

I was playing Mario Kart Wii the other day and I all of a sudden wondered, who is Waluigi. Some people say he is an evil clone of Luigi or or Wario's brother. Therefore making him Mario and Luigi's cousin. I'm confusedl, who is Waluigi!

Please help me solve this mystery

Walugi is luigi's evil twin brother. Wario is Mario's evil twin brother.

Im not sure but i think they had their first game in mario tennis but like i said NOT sure.

The truth according to nintendo is that Waluigi's background is a mystery, although his hatred for Luigi seems to be linked to Wario's hatred for Mario. Speaking of who, it was never stated that he and Wario are brothers, just good friends. Nintendo says that Wario is insanely jealous of Mario's fame and charisma, and has always been since they were kids, it's likely that Waluigi is insanely jealous of Luigi's high standing position at his brother's side.

Yoshi's Island DS shows that Wario grew up around Mario, so it's possible that Waluigi is from the same area of the mushroom kingdom, thus shedding light on where he came from.
