Matt Hardy. He is more technically sound. Jeff Hardy is more of an entertainer and a risk-taker than a serious wrestler, although I've read somewhere that he has a background in amateur wrestling.

Although they have a little bit of both in them,

they're just better at different things.

So it all depends if you mean the technical or high flying.

Nice question. both are good. But the better wrestler is Matt Hardy in my opinion. He has the better offensive moves. Jeff does more striking moves but Matt does more powerhouse moves than him and wrestles technically. I'd go with Matt.
