  1. There are various sites out there that have general developmental milestones for early literacy.  I believe a child that has a significant delay in reaching these milestones would be considered to have a "problem".  Keep in mind that each child develop at different rates.  Hope I have helped!

  2. Literacy is the ability to read.  So a literacy problem would be someone who has difficulty with reading.  

    Many children cannot read at a preschool age, but this is due to several factors.  It may be that they're just not ready to read yet (it takes time to develop).  It may be that they have not been exposed to the materials.  It may be that there is a problem, but that usually will not be diagnosed in preschool as it is often simply an age and maturity issue.

    This is the best answer I can give based on the question.

I'm not really sure what you're asking.  As a preschool educator, I would say that any child who comes from a deprived environment, who has not been exposed to reading materials, who has not a wide variety of experiences, and who has not been encouraged to develop a wide and varied vocabulary has literacy problems.  These are at-risk children, and this is the point of early childhood programs, to expose these children to the experiences they have missed out on, to try to help them build the necessary foundations for future literacy development.
