Who is an issuing officer?

I'm suppose to bring in a work permit for work tomoorow and there's a section on there that says to the issuing officer. I dont know what dat is. is got the application online because i called the library and they gave my a website. I need to get it in by tomorrow. i need help.

Alright since you got it online I do not believe you will need the issuing officer box filled out.

Sounds like you got an application for a permit, not an actual permit.  The issuing officer is the one who approves the application.
