  1. the dang biker

  2. bike has to follow rules of the road just as a car (assuming it's not in a marked bike lane)  therfore, biker is at fault.

  3. bikkker

  4. It would be the bike riders fault.................

  5. You're both at fault.

The cyclist shouldn't be on the wrong side of the road, and you're not supposed to turn till the way is clear.

  6. no duc the cyclist due to the fact their approaching from the wrong way which is a good way to get hurt and fined.
