Rampardos has a better Attack, but Tyranitar is better all around. Try a moveset like this:

Earthquake / Focus Punch

Pursuit

Or if you really prefer Rampardos, try:

Crunch / Head Smash

Pursuit / Head Smash / Focus Punch

Either one works well with Swords Dance too.

Attack: 165  

Defense: 60

Sp. Attack: 65

Sp. Defense: 50

Speed: 58

Tyranitar's Base Stats:

HP: 100

Attack: 134

Defense: 110

Sp. Attack: 95

Sp. Defense: 100

Speed: 61

The only stat that Rampardos beats Tyranitar is Attack. Both have monstrous attack power anyway. Of course both have low speed and both benefit from Sandstorm because they're rock types. The only thing that is different is that Tyranitar has the bulkiness to set up. Since they have low speed, both would want to use Rock Polish or Dragon Dance in Tyranitar's case. This makes Tyranitar the better option.

~ Earthquake (Hits Levitaters as Mold Breaker gets rid of foe's abilities)
