    Yes, there are agreements of various sorts: multi-national agreements such the WTO, bilateral agreements; etc. but look how many violate them.

    For example, there are all the cartels such OPEC.

    But, needless to say, the U.S., Europe, China, and Japan wield a great deal of clout so they often get their way when it comes to the current "economic system".

    As for what that means, there all sorts of different aspects of which trade rules is just one. Another is the monetary system (just as vulnerable to failure - see the page on Bretton Woods):
