Surely you jest? Do you really believe that anything can control so many cantankerous people, countries, etc?

Yes, there are agreements of various sorts: multi-national agreements such the WTO, bilateral agreements; etc. but look how many violate them.

For example, there are all the cartels such OPEC.

But, needless to say, the U.S., Europe, China, and Japan wield a great deal of clout so they often get their way when it comes to the current "economic system".
