Who is gaining from increasing fuel prices?

If one party loose some other party gain..that is normal business rule....if common man is losing by increasing fuel prices, who is gaining?

Oil producers and the UK Government. The price of oil will always rise by more than the cost of production, so that is why you see loads of rich Arabs! and dont forget the government - any excuse to pinch yet more of our money in taxes. Which then gets spent on sending our soldiers to "liberate" places with... oil! then the people from those countries leave and claim asylum in the UK and the government spends money on them here. So, thats who is gaining. Everyone else basically.

The people who have the oil either as reserves or production. Speculators who are long of oil futures.
