The Walt Disney Company operates the theme parks under Walt Disney Theme Parks and Resorts Division.  Disney is a publicly traded company, that is traded under the symbol "DIS".  So it is "owned" by the Stock Holders of the company.

Without going into the entire operational structure of Disney the person most directly responsible for Disneyland is Ed Grier.  Who is the President of the Disneyland Resort.  He is in charge of all operations of Disneyland, California Adventure, the 3 Disney Hotels and Downtown Disney.  He reports to Al Weiss who is the President in charge of all Theme Parks and Resorts.  In Turn Al Weiss reports to Jay Rasulo who is the Chairman of Walt Disney Parks and Resorts.
