Who is in line of succession for the shadow government

a few years ago, US government set up a shadow governemment to take over in crisis. i bet some of the people they selected were pretty old, so who are their backups? Also, don't you think at least some of the shadow government should be elected?

Our shadowy overlords are removed from the democratic process. If they had to submit to a voting process, some other shadow government would be created behind that shadow government.
