I think Light, he just about drove his own father to the deaths.

And he uses people, like Misa, just to get the world to be right, and blah, blah.

Kira is so insane.

Light definitely. Neither of them are particularly nice guys or completely sane, but Lelouch clearly understands that his actions have consequences, even if he does sometimes forget that he cannot forsee every consequence. Light doesn't really get that. He's so focused on his goal that he ignores pretty much everything else, which in some ways led to his downfall.

Light. Lelouch thought things out a little more than Light did. Light's could not keep his cool as easy as Lelouch could, and Light uses people, and led his father to his grave.
