I am a practicing witch and don't think the word powerful means much in this sense. Neither group would claim to have "power". What you're asking depends on the individual. Someone expert in divination for example, will have more success than someone who isn't whether they're a "gypsy", witch, or democrat. The power we use is universal and not exclusive to any one group.
