  2. He is the ruler of the "Principality of Minerva"

    which is a very small (two island) nation in the South Pacific.  

    It was originally founded in 1972, as the "Republic of Minerva" -- a new, independent nation, on newly-emerged reefs.  However Tonga illegally invaded it and has occupied the territory most of the time since then.  Several years ago, the original founder (Michael Oliver) gave up efforts to reclaim the territory, and the political system was changed to a constitutional monarchy (non-hereditary), named the "Principality of Minerva".

    The government in exile is now located in Charleston, SC.

    It has established informal diplomatic relations with a number of other nations (including Guyana and the Republic of China).
