  1. Diminishing world hunger is a bad idea actually.  If a country cannot produce enough food or goods that can be traded for food then that country obviously has too high of a population.  By keep the excess population alive you are exacerbating the hunger problem in these countries by artificially keeping the populace alive.  Soon you have and even larger populace that can't sustain itself without food shipments.  Once a country's populace is dependent on external food shipments instead of natural increases in efficiencies of food production then you are only creating a larger problem then the one you had before.  Therefore is is my assertion that ending or diminishing hunger is each individual person's responsibility.

  3. Anyone with more money than they need to live.  That includes everyone on this site.  If you can spare $10 per month, then it's YOUR responsibility to help those who can't help themselves.

  4. both... probably in most cases the local governments can do a lot to help... with proper farming techniques and water management...

    but droughts do occur and local governments can't make it rain... so in these cases, the international community must step in to help...

    President Sam Nujoma recently released a list of 192 farms to be confiscated. Among them are 99 farms owned by German nationals and another 91 owned by white South Africans. There are 350 foreign-owned farms in Namibia. The total land area covered by these 192 farms is four times the size of Luxembourg.

  7. We are all responsible for one another.  

    Consider also that much of world hunger is caused by exploitation of the poorer countries by the richer countries, so it's our responsibility in the richer countries to clean up our mess.

    Local governments in these places can't deal with hunger.  In some cases they only get in the way when international groups come in and try to help.
