Who is responsible for cutting back the bushes & tree in my neighbors yard that is now hanging in my yard?

Have you spoke to your neighbor about this, some times it can be as easy as asking. If your yard is fenced he may not be able to cut them back and fear imposing on you. If it's a problem with the over hang pulling your fence down then maybe just telling him your concerns will help.

Remember if you cut it back and the tree/bush or what ever dies as a result pf that you could have problems so make sure the two of you are in this together if at all possible.

As woodie said, you can cut back whatever is on your side of the imaginary line into the sky.    And good advice to mention your intentions to your neighbor- as it could prevent "issues".

You are entitled to cut back any growth which overhangs your property.First notify your neighbour,the wood,fruit,etc;is theirs,you're also responsible for any damage caused.
