  11. The state Department of Transportation sets the speed limit for the interstate and for state highways outside of the urban compact zone. The city or town sets the speed limit for local streets and roads.

  12. The department of transportation just puts up the signs.  City council are the ones that establish the speeds.  If a lot of people complain to city council that they feel the speed limit in their neighbourhood is too high, city council will vote on that, and possibly change it.
