Who is responsible for fine from privious car owner?

i have bought my car last year, 2 days ago i recieve a car park fine.i decided to pay it online but i noticed that the car has already got fine from previous owner which is now add up to £100. so i dont know who is responsible for it and what should i do.

any help would be great

  1. A fine issued before the change of ownership of the car notified to Cardiff is not your responsibility. Write and tell them to check their DVLA records and that you will take the matter to court and  claim civil damages if they persist  in claiming charges due from another party.  However do not ignore it.


  2. You are not responsible for the previous owner's fine, you have proof of when you become the new owner by the car's registration certificate (V5C).

  3. You are responsible only for the tickets issued at the time that you owned the vehicle. Youe should contact the ticket office and explain, they will decide what to do. At worst you will have to make a statutory declaration (a statement on oath) that you didn't own the vehicle at the time and the fine will be removed from your record.

  4. A sharp letter to the issuing authority, making clear that you are not responsible although now the vehicle owner. Also make it clear that you will vigorously contest any action and that you will also pursue court action against malicious prosecution!

    That normally does the trick.

    They don't like the idea of exemplary damages.

The registered keeper at the time is responsible.  DVLA has the record of when it officially changed hands.  If it was still in the previous keeper's name at the time of the "offence", it isn't your responsibility. Start by writing to the issuers, pointing out that it wasn't yours at the alleged time and that they can doubtless check this with DVLA if they wish.

    if its the council, don't pay it. take it to court, they will bottle and drop the fine. don't cooperate with these scumbags.

  8. Any fines issued prior to your ownership are not your responsibility.
