Who is responsible for fixing roads,the citys or state?What about fixing freeways?

It is actually a provincial duty. The city is responsible for snow removals and fixing the streets.

freeways are the responsibility of the state they pass through...the roads in your town except for state routes are handled by town crews...the non-state routes between towns is township responsibility...thats how it works in pennsylvania...
