  1. The owner is the one who is responsible,  However the owner could write it into there lease.  My neighborhood association is going through and putting tax liens on owners who have failed to pay there dues for the last 3 years or more.  They cant sell there home with out paying this is what this means.  Hope that helps.  Good Luck

  2. Owner.

Renters are not responsible for those fees.

The person who own the property is.

  3. Ultimately, the owner of the property is responsible for any dues.  However, you may want to check your lease.  Occasionally owners will include something in the lease agreement that specifies who is responsible.

  4. By "subdivision dues" I assume you mean homeowners' association dues.  That would be the owner's responsibility.  If the renter's lease says otherwise, that is a matter between the owner and renter.

  5. Ultimately, the owner is responsible to the subdivision - the subdivison would sue the owner and win.  But the lease could make the renter responsible to the owner, so even though the owner would have to pay the subdivision, they could then go after the renter, for all the legal costs involved in the first suit, AND the fees.

So check the lease, to see if the renter can be held responsible to the owner.
