Who is responsible for removing downed trees on highways

The utility company routinely checks the lines and send out privately contracted tree trimming services to cut the trees back from the lines. Call the power company about it.

Each jurisdiction has different standards for clearing power lines of trees.  Sometime that is divided between the power, phone and cable companies.  It also depends on the amount of snow fall and the wind in your area.  The first call should be to the power company.  They will likely want to know how close to the lines and how far it extends over the lines.
