Who is supposed to give the housewarming party?

Whoever just moved into the new house gives the party. This is not like a baby shower, where it's bad taste for the mother of the baby to invite people with the idea that they'll bring gifts; those parties are properly given by someone who will not be the recipient of the gifts. A housewarming is so you can welcome people to your new home. If they feel like bringing gifts, great, but that's not the focus of the event as it is with a baby shower.
