Who is the Best Web & File Hoster?

Question

I would like to have my own website and share a 2GB-3GB file to the public so there could be hundreds downloading this file at once when the new file is released.... which GOOD hoster would allow me to create a website and be a file hoster (NO RESTRICTION)???
