The Half-Blood Prince is not Voldemort, but Snape. I do recommend that you read the book to find out the details, but here's a brief explanation

Snape's mother's maiden name was Prince and she was of the wizarding world. His father, however was a muggle and quite abusive. Snape took on the nickname "the half blood prince" because he was proud of his mother's side of the family and ashamed of his father's.
