I'm almost certain its one of the Mexican Minis that wrestled in SmackDown a few years ago.  Mascarita Sagrada was smaller than Honswoggle, and classifies as a wrestler compared to Honswoggle.

Mascarita Sagrada is a legend in lucha mini-wrestling!! (Mexico)

4ft 1 inch '  feet  makes him even smaller than Hornswoggle, and even a small mini for Mexican-minis standards. Go figure!
