By talent and accomplishments, its gotta be BJ Penn.  UFC Champ at two different weight classes,  BJJ black belt in 3 years, first American to win the black belt division of the Mundail World Championship in Brazil (for BJJ).

If you mean MMA fighters, Fedor - but that's an opinion -  there's no way to really pick the BEST.  Just the highest ranked statistically.  And that leaves out thousands of martial artists that don't compete, or that are not in anyone's rankings.  

Fencers, Boxers, Judoka, Krav Maga practicioners are all "martial artists".  None of them are ranked together - it's impossible.

If I had to pick the best martial artist of all though:

Yoda.  He doesn't compete but he has awesome swordfighting skills, the best grappling in his weight class (70 lbs) and he can use the Force.

There is NO WAY to answer that question, there are many martial arts, and no way to accurately rank them, or it's practitioners.

I think you need to give a little more detail, i mean what wieght class?are we talking pound for pound? are we talking about just straight up skills? Some of the greatest martial artist in the world dont even compete.
