My guess would be Soviets also. Most of the big industrys and businesses, I would think, would be against it because thats what they are making profit from. Why on Earth would someone fund alternative fuel research that is better for the environment when you can make profit from destroying it?

i think it's likely that the US gov't is the largest single source.

it's likely that western European countries together are larger than the US.

it's likely that the energy industry is spending quite a bit, because after this administration is out, there will be a shift in the energy policy in the US.

If history holds true it is still the Saudis.  They have funded the most research into alternative energy in the past 40 years.  They funded programs at Mercedes Benz for alternative fuel vehicles decades before hybrid cars were proposed.
