  1. In any given country, The United States has different kinds of missions. The most well known is the embassy, located in the capitol city. It is rare for there to be more than one Embassy. Other officers of the United States in a country are typically known as a consulate and consulate general. The former is smaller, and is led by a "Principal Officer," (such as the US Consulate in Nagoya, Japan) while others are led by a "Consul General" (such as in Frankfurt, Germany).

It is good to think of Consulates General as a regional Embassys, responsible for a geographic area within a country, led by a Consul General (usually) rather than an Ambassador.

There are also missions, usually located in cities where there are international organizations such as Geneva, New York, and Brussels.

  2. It would be the Consulate General.

The Foreign Service has TWO separate but equal offices in any foreign office... the EMBASSY which is headed by the Ambassador and the CONSULATE which is run by the Consulate who answers to the Consulate General.  The Embassy works with the local government(s) and the Consulate issues passports and visas and helps AmeriKans in trouble.

  3. Immediately, the ambassador. Otherwise the government of the consulates home country. Eg the British consulate is controlled by the British foreign office.

  4. I think it will be the ambassador or Consulate Manager.

  5. The Counsel General
