Who is the crazy dancing person in the Showboat Casino of Atlantic City, NJ?

Who is the crazy dancing person who dances through the bottom floor of the showboat casino. I saw him/her when i was on vacation and i thought it was hilarious. he/she has crazy white hair that sticks up, and wears like a clown costume. they dance with a band that consists of a banjo, standing upright bass, and two saxaphones.
