The degree of executive power vested in the governor varies by state.  In Texas, for example, the governor is actually fairly weak.  This is due to the fact that the Governor must share executive power with five other state wide, independently elected leaders who also have executive type functions.

    The Lt. Gov, the Attorney General, the Agriculture Commissioner, the Head of the General Land Office, and the Comptroller General all are elected independently of the governor.

    Most of the boards, commissions and agencies either have multiple headed leadership which the governor appoints but cannot remove or they are also elected.

    The legislature develops the budget.

    The governors strongest tool is a negative one, he has the veto power.  A veto by the governor has not been overridden in over 70 years.
