Depends on distance.  Even direction.  There are people that say that Deion Sanders ran a 4.3 40 yd BACKWARDS!!!  That is faster than most people forwards.  Michael Chang the tennis player being inducted into the tennis Hall of Fame was said to be fastest 10 yd sprinter in the world when he was winning the French Open.

Usain Bolt has the fastest 100m 9.72 and g*y has the fastest wind aided 100m at 9.68.  The 100m typically is standard that people go by when saying fastest.

Other runners have set records at other distances... 5k, 10k, marathon, you name it, but their average pace is obviously slower.
