I wouldn't see how you could have just one single over all authority on renewable energy.

Take Al for instance, that guy knows what he is taking about most of the time, but he wants a carbon tax, that would be a cost to the middle class.  Carbon trading and limits should be the way to go. Unless the carbon tax just went to the larger carbon emitters. But still do limits and trading and deal breakers get put out of business where no addition carbon power source can replace them, thus lowering the limits faster.
